Senate passes redrafted Energy Commission, National Road Authority bills for Buhari’s assent

Ahmed Lawan The Senate on Tuesday, passed the redrafted Energy Commission Act (Amendment) Bill, 2019 and the National Road Authority (Est, etc) Bill, 2019, for President Muhammadu Buhari’s assent.

The passage was sequel to a motion by the Senate Leader, Ahmed Lawan, at a plenary presided over by Senate President Bukola Saraki in Abuja.

Moving the motion, Lawan recalled that President Buhari had signified the withholding of his assent on the bills ”pursuant to Section 58(4) of the Constitution of the Federal Republic of Nigeria 1999 (as amended)”.

“The Senate notes that the rationale for withholding the assent borders on the observation of Mr. President on some clause in the bills.

“We are aware that Mr. President’s observations are relevant to the implementation of the bills,” he said.

The Committee of the Whole, chaired by the senate president, approved the clause-by-clause consideration of the bills.

The Senate, relying on order 88(b)(c) of the Senate Rule, resolved to rescind its earlier decision on the affected clauses.

When Saraki put the question on a voice vote, it was unanimously adopted by the lawmakers.
